Update math/py-pandas to 0.16.0

This is an error in devel/py-tables.

All other errors are traceable to a regression in textproc/py-openpyxl 2.2.0,
which is reported upstream (https://github.com/pydata/pandas/issues/9747) and
up-upstream
(https://bitbucket.org/openpyxl/openpyxl/issue/444/copy-method-on-style-object-raises).
