There are a few montioned in the archives ranging from free to scalable... The one I always recommend is BillMax (www.billmax.com). Developed at a good size ISP on FreeBSD, but delivered on Sun, Linux, etc... I like the email invoicing and auto-hibernate-user-account-until-user-pays support.
