Without seeing your ppp.conf, I can only guess, but it's telling you
it wants double authentication (crazy idea).  You need to enable pap
authentication.  Put the following in your ppp.conf:

  accept pap
  set authname <pap-name>
  set authkey <pap-password>

<pap-name> and <pap-password> are to be supplied by your ISP.
