Hi,

  I have found FreeBSD already let set shared memory parameters via sysctl -w,
but why can not let me use sysctl to set SYSV semaphore parameters? even in 
/boot/loader.rc, I still cann't set them, because of using PostgreSQL for large number of
connections, I need to enlarge these parms, but it force me to recompile kernel, this is
annoying.
