The tool changes for handling this were committed to RELENG_2_2
almost a month ago.  Grab a recent copy of src/usr.bin/sgmlfmt
and do a `make install'. 

Until I have a chance to portify the SGML tools (should be fairly
soon now), I will keep -current and -stable in sync.
