Modify sbin/ipfw/ipfw2.c to allow queue sizes larger then 1024*1024 and
do the same in the set_fs_parms() function in sys/netinet/ip_dummynet.c.
I'm not sure why 1MB was chosen, it seems rather arbitrary.
