(I'm not very good in FBSD's installation mechanism, but;)
I think, you try to install these packages with sysinstall.  Try to cd
to the packages directory, and pkd_add packagename (or use pkg_manage)
I think, INDEX is for sysinstall, too.

I think you'll get informations about your problems in this list.
