The answer is in the install instructions that came with Netscape.
I seem to remember there is something else to do, but, here is
my value for XKEYSYMDB.

XKEYSYMDB=/usr/X11R6/lib/X11/XKeysymDB

If you are using some derivative of csh, set it by

setenv XKEYSYMDB /usr/X11R6/lib/X11/XKeysymDB
