Portinstall currently don't have a feature to update
all dependendant packages before installation of new port.
You can try to talk to portinstall author, knu@FreeBSD.org
and ask him to add such a feature. I'm closing this PR
because it's third-party program and not part of base
system or ports infrastructure.
