I'm not a FreeBSD wiz (just a newbie - convert from Linux), but ISTR that going from OpenSSL 0.9.5a to 0.9.6 or later involved some incompatibilities. I also remember that going to 4.3-R does upgrade OpenSSL to 0.9.6. Your Apache build will likely be built with shared libraries, which means it is trying to load the 0.9.6 version of libssl.so. Try rebuilding Apache. I'll bet it works.
