Because /var is /var and /tmp is /tmp.  Well, to be more specific -
administrator expect /var's contents to be kept when system reboots, and
/tmp is not.  For example you may want to keep session files under /tmp
and not /var, and log files under /var and not /tmp.

Note that there is a small typo in previous patch where tmp_mtree should
be cleartmp_mtree, which I forgot.
