This is too engrained in BSD systems and its admins to change.  That it
has changed in 5-CURRENT means some committer decided they didn't care
that last time this came up the majority strongly wanted traditional
behavior want IT LEFT ALONE and instead decided their own desires > that
of a large group of others.
