I have been having strange problems with portupgrade on one RELENG_7
system for the past couple of months.

The problem is that, when a port is built successfully, the upgrade of
ports dependent on that port will fail to build because portupgrade
thinks that the build of the dependency failed.

I have re-build pkgdb and portsdb, though I can't see why these would
cause this. I have also re-installed both ruby and portupgrade.

I just run portupgrade -a" until everything gets built, but it is
really annoying.
