Why not download the boot floppy? Boot the floppy and only download the things necessary for the installation you want? Should be much less. Look at the handbook, www.freebsd.org/handbook Part 1, Section 2, Installing FreeBSD. Read that carefully. Get boot.flp and fdimage.exe. Use fdimage.exe to write boot.flp to a 1.44 floppy.
