Hm, can you please check what the TIM IE Has in both net80211 and openwrt? I notice it's "1" here. I wonder if all of your beacon frames have that set. If they do, I wonder if the last CABQ frame is properly being tagged as "no more", so the station can actually _go_ to sleep..
