Hmmm I check my other server I built last Wednesday when Freebsd 4.4 was released and it didn't have that line in /etc/rc.conf, but when I do a ifconfig -a it does come up with the 127.0.0.1 lo interface. Keep in mind both installs were done via ftp from ftp6.freebsd.org.
