If you're looking for that documentation, just grab a copy of _Alpha Axp Architecture Reference Manual_ by Sites and Witek (Digital Press). The most recent edition documents both the VMS and DU calls in OSF1 PALCode, and the NT calls in the ARC (or whatever it is) PALcode.
