Not exactly.  The closest is /usr/ports/INDEX, which he can read by
typing "make print-index" to see most of the things except the longer
description file.  The description file itself varies too much in size 
it didn't make sense to include it.

Alternatively (and I recommend this much more), he can take a look at
the web page in

http://www.freebsd.org/Ports

This thing is still under construction, feedback is very welcome.

Yes.  In fact, I think it will just throw you into pkg_manage.
