X is not installed into the "base system".  It is installed into
/usr/X11R6.  Why would it be reasonable to expect that it's built with
world?  That would also make it reasonable to expect the other 5000+
ports were built with world.

Yes they are.  I built X 4.0.3_3 a few days ago.  The problem Dan
Langille reported yesterday was fixed when he cleaned the work directory
before building.
