I'm not sure I understand what you think is missing from the sendmail distribution in /usr/src/contrib. Mind you, I haven't tried building just that, but there is a top-level Makefile which is based on the BSD Make, as is the FreeBSD stuff, so I would have thought it included all the necessary "localisations" for FreeBSD during the make process. And that Makefile invokes "Build" in each subdirectory which will incorporate your site.config.m4... Does it not just work the way you'd expect?
