I'm not able to duplicate this. I installed a fresh 10.1 system, installed
py27-salt and called 'salt-call' as described below. I simply get the help
output as expected.

I've tested with both a fresh install and a pkg upgrade and haven't seen that
error.

Is there anything that could be custom about your install or package causing
this?
