I presume you have the x execute permissions set on 'count'?

Is it a Perl script ?
go to cgi-bin, and type 'perl -w count' and see what it says?

YOu might want to try Count2.3, from
http://www.semcor.com/~muquit/Count.html
for the latest and greatest.
