Use a HTTP and FTP proxy server (squid, oops, tinyproxy), block outgoing
HTTP/FTP connections from all hosts except the proxy server, and modify 
the proxy settings in the browsers/ftp programs accordingly.

You could also transproxy (read squid FAQ for more info)
