openssl is installed, as the Makefile detects that your version
in the base don't matches, (e.g. Is older ...)
As there where recent exploits, it preferes the port in this case.

you can force it to use the openssl you have in base,
just add ein /etc/make.conf:

USE_OPENSSL_BASE=yes
