Check www.freebsd.org and check under mailing lists for the list. The cvs list is the one you want. Before enabling COMPAT4X I would check this list and see if these files were just taken out or moved to a new location. I'm not sure what COMPAT4X is used for but I know that a COMPAT? was needed for Netscape to build.
