In $CVSROOT/src/etc/make.conf, comment for MASTER_SITE_TEX_CTAN is
"ftp://ftp.tex.ac.uk/public/ctan/tex-archive/${MASTER_SITE_SUBDIR}/", 
but this URL is obsoleted and new URL is 
"ftp://ftp.tex.ac.uk/tex-archive/${MASTER_SITE_SUBDIR}/".

See your /etc/make.conf.  (HEAD, RELENG_2_2)
