I downloadedthe missing file c++rt0.o from ftp://gatekeeper.dec.com/rom/BSDisc1994/freebsd/usr/lib. I installed in /usr/lib. then ran make install in /usr/ports/www/plugger and it works fine. Hope this helps anyone trying to install this port.
