I just took a look at the -stable sysinstall, and it *does* the right thing. If the person does not have a /boot/loader.rc, it will create one with the appropriate lines. If the person already have that file, sysinstall will explain the procedure to him/her. OTOH, for the past few days the person _will_ have a loader.rc. But the explanation ought to be printed.
