From conf/options:

# All kernel options should be listed in NOTES, with suitable
  ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
# descriptions.  Negative options (options that make some code not
  ^^^^^^^^^^^^

It goes without saying that the descriptions shouldn't be triplicated in
conf/options.  Duplicating them in the man page and NOTES is bad enough.
