It was removed in base in 2016 in r300226 by gnn. 2. Even if it *were* in base, it's an active project that is updated more than base is. Last commit being April 2017 by gnn... 3. As rightly objected, even if it were in base I doubt any of the ruby or javascript or perl, etc, files were being installed. It must come back.
