* make.conf is pulled in by sys.mk, ALL makes pull in sys.mk, gmakes do not. * ispell uses standard make, it should _NOT_ have hard coded CFLAGS in it. I'm not sure how this works (as this is "local.h", not the Makefile that's being created here) but it won't work as expected (i.e., pull in CFLAGS from /etc/make.conf) if I take out the CFLAGS definition from local.h.
