Patch to make installing the Python module an option.

The cad/gmsh port has a Python API, which currently cannot be enabled.

This patch makes installing the Python module an option (off by default).

I've run the recommended tests for the porters manual, which work fine. I've
also run portlint on the modified port, and it reports "looks fine". The Py=
thon
module works fine with Python 3.7.9.
