It's not forcing rust on anyone -- the new version of librsvg2 uses
rust. Port maintainers update their ports.
Updated version uses rust. The only reason we still have the old one
around is for architectures that don't
have rust-support. So in a way it was polite to do it that way... :)
-- but I get what you mean of course.

That being said, we could use the default_versions framework.
