You need at least setenv ENABLE_STARTUP_LOCALE setenv LANG ru_SU.KOI8-R (or even ISO8859-1, see /etc/rc for example) to load right 8bit ctype and/or? maybe additionly need proper koi8-r X-locale to test this thing.
