Patch against current net/jose

It seems like the meson issues that originally prevented the linking from
working properly with the default library dependencies have now been fixed =
and
simply removing the workaround in the patch works in all my tests. So this
patches the patch to remove the workaround and the Makefile to remove the b=
uild
restriction.
