Nothing so grandiose.  :)  In this instance, cablemodem service
is "1-way" because the cable infrastructure in this neighborhood
does not (yet) support the "reverse channel."  :(   Dialup
(for the "outbound" connection) is to the cablemodem company.

Fwiw, this is also similar to the way residential satellite
Internet service is commonly delivered; residential 2-way
satellite is in early deployment.
