At this point, that is the proper solution.  I'll do it in the
next week or so.

For my own education, I'll have to do a little background
research to catch up on the various HTML i18n, but technically,
the only thing that really needs to change is the SGML
declaration.  However, browsers never see that anyway so it is of
little consequence.
