Summary of 4.9 update

Changed all sub-command syntax message to display greater detail about
the option flags usage.

Added logic to change the sub-command named "help" to display greater=20
detail about the option flags usage on a sub-command basis.
IE: "qjail help create" will now display option flag syntax usage.

Fixed getopt of all the sub-commands so "?" worked as wanted.

Fixed "install" sub-command so it properly applies the minor behavior=20
corrections caused by changes to the internals of the jail(8) command and=20
changes to parameter names in the periodic files that occurred in FreeBSD
Release 10.2.

Corrected logic in group-prefix routine concerning the command syntax.
Required syntax is xxx=3D but if =3Dxxx was entered by mistake all jailnames
were selected in error.

Changed verbiage in qjail manual describing "help" sub-command.
Changed verbiage in qjail manual describing vimage changes contained
in 11.0-RELEASE.
