This was the issue for me. I am gradually developing a package server 
for a suite of desktops, adding more ports as required by the desktop 
users. In my original post I was imagining a utility akin to mergemaster 
but for port options which would let me step through the Makefiles of 
the ports which portmanager identified as updateable.

In the meantime I will be playing with pm-020.conf as suggested by a 
previous poster.
