I can't reproduce this one. From the host I can use 'procstat -b' on a
pid that is in a jail. From within a jail I can use 'procstat -b' on the
same pid. From within one jail I can't do anything to a pid in another
jail.

I'm not sure what the submitter was doing and the PR is a bit lacking of
information.
