If this was HTML being produced by hand then I'd agree with you.  But it's
not, and the stylesheets explicitly specify italic, rather than emphasis.

The right way to do it would be to switch to using <em> *after* first 
writing a docbook.css file that (a) looks nice, and (b) makes sure that
<em> is mapped to an italic posture.
