patch to switch dependencies to rails 4.2

Hello,

we discussed at ruby@ mailing-list the future obsoletion of Rails 3 in the
ports-tree. Most of the ports using Rails 3 were already working with the
current Rails 4.2.=20

Attached is a patch which changes the dependencies to the new Rails 4.2. Th=
is
includes a bump for the new build.

poudriere build fine for:
9.3 amd + i386
10.1 amd + i386
10.2 amd + i386
11-current r293820 amd + i386

portlint is also fine.

And i did a runtime test to verify that the port is still loadable and usab=
le!

But on a sidenote: i wonder why the $FreeBSD$ Comment was not replaced by t=
he
commit?
