When creating products or distributions that include packages, it can be
important to ensure that everything that ends up in the product image came from
a version-controlled source.  A pkg(8) option to allow installation only from
file:// URLs can help ensure that uncontrolled packages don't accidentally end
up getting installed due to accidental oversights such as forgetting to commit
runtime dependency packages.

This was discussed briefly with bapt@ on irc, and he requested that I open a PR
so it doesn't get forgotten.
