No very little of FreeBSD is covered under the GNU License. Most of it is covered under the BSD license because the GNU license makes it hard for people to use it for commercial purposes. THE GPL (GLU License) is only one of many Licenses under which software is made available to the public. The BSD license is available at: http://www.freebsd.org/cgi/cvsweb.cgi/src/COPYRIGHT?rev=1.1 there are variants of this, particularly for software not from UCB which only have the first 2 of the 4 clauses.
