I can't seem to find it on my -stable system at work, and I can't
connect to my machine at home at the moment. It's a sysinstall-style
CUI app that performs various pkg-related activities: (un)installation,
preview, etc.

No design necessary, just a prominent pointer to pkg_manage somewhere,
or perhaps Sue Blake's idea of dumping the user into pkg_manage as soon
as sysinstall completes (perhaps "do you want to install packages now?"
if yes, launch pkg_manage, if no, "you can install them later using
pkg_manage").
