However, this utility cannot handle XML catalog. xmlcatmgr is the alternative that can generate both SGML and XML catalog. It is small and less dependent on others, so it would be more useful than textproc/mkcatalog or other utils, I think. Patches described in the Fix section includes a port skeleton of xmlcatmgr and patches to perform this transition for SGML DTDs.
