Looks like a firewall to me. Either a firewall in a router
sitting between the hosts, or an ipfw setup sitting on one or the
other host.
:notice the icmp port unreachable msgs, yet on hostB:

This is meaningless. Since UDP is connectionless this is simply
a placemark for what the machine wants to do, not for what it is
able to do.
