To all porters: BROKEN is to be used if you think the port doesn't compile or package. Mark FORBIDDEN if you don't want it to be even attempted to be used. Things like "can't fetch" or "header missing" are BROKEN material; licensing issues or "will compile but won't run" should be marked FORBIDDEN. They act pretty much the same for ordinary users, but the package building machines purposely ignore the BROKEN since some of these problems fix themselves. But we don't want to ship a package that doesn't run or has a licensing issue.
