Hrm.  At one point in time dhclient did use bpf to do this.  Oh, but I think
we fixed our IP stack to accept packets addressed to 0.0.0.0 (which dhclient
uses as the interface's address) and once that was done promiscuous mode
wasn't needed any longer.
