I don't know. I'm saying that if there's something in here that makes doing on / not possible because of Kirk's preference (even though it's technically possible) I hope he reconsiders. Background checking the root is possible. The only reason to exclude it was because people are not yet comfortable with entrusting their root to a background check. Since most roots are small, the foreground fsck time is minimal. It would be possible to make background chacking of the root happen by default and have the administrator add the `F' flag to the passno if they wanted to force a background check.
